FEMA’s Flood Mitigation Assistance (FMA) Program is an annual competitive grant program that provides funding to states and local communities for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program. Property owners submit applications to local governments who then apply to FEMA on their behalf. These applications are complex due to the competitiveness of the program. Local governments are charged with selecting the most cost-effective properties/project types and providing a benefit cost analysis (BCA) to support each application. Each property application is reviewed and assessed for current NFIP policy status, cost share, project type, expected project life, estimated project cost, and flood damage history. The projects under the FMA program are primarily construction-based projects and targeted to individual properties. The most popular project types are acquisition and elevation of repetitive flood damaged buildings.
